Opie creates a ring that appears at your curser when you press a button down. You swipe your mouse in the direction of one of the items on the ring and let go of the button. There's no way for an addon to cause sound on another player's game, unless of course they have the same addon and it's designed to behave that way.

If it was possible for addons to make sounds for other players, there would be a hell of a lot of abuse.
