Keep in mind, some of the Forsaken are also mindless, or rotbrains. The result is using a Valkyr to control the newly risen, preventing any incidents. Its kind of like you can allow someone who joins the military freely to sign a contract for X amount of years, compared to the draft, where you're rounded up regardless of individual desire.

Then you walk into Silverpine and all these new undead run around saluting and it does appear that they are absolutely brainwashed. However, you see Godfrey and crew actively disobeying Sylvanas left and right, which seems to imply that they are either immune/resistant or that they do indeed have free will.
